November 21. 2006 NGO Coalition – Young Scientists Union “Intellect”, Institute of Democracy and Association of Free Development and Rights Protection conducted press-conference on the following topic: “Statement of Public Information Provision in Municipalities of Kobuleti, Khelvachauri, Keda Shuakhevi and Khulo” There were discussed all revealed violations and civil servants attitude of Gamgeobas and Sakrebuloes of five municipalities toward public information provision in detail

  Review concluded period from January – October of 2006. So pre period of new self governance bodies election. According to the declaration of coalition members problems concerning provision of public information are existed everywhere. Reasons – why information isn’t provided timely and on required level is different.

  NGO coalition members evaluated statement of public information provision in Kobuleti very negatively. As they declare there isn’t totally culture of information provision in self governance bodies of Kobuleti. Except rare cases, Municipality of Kobuleti never implements public information provision timely. There are tens of examples, that Sakrebulo and Gamgeoba of Kobuleti municipality provided demanded information to coalition members NGO with time expiration and of low quality and even more with different content, than was required.     
  Even in one case of information require, Gamgeoba of Kobuleti municipality provided original documentation, which is significant law violation.

  NGO coalition 7 months ago claimed in the municipal court of Kobuleti about statement of public information provision against Gamgeoba and Sakrebulo of Kobuleti but court case isn’t conducted yet and even hasn’t got report of coming process. There are violated all administrative norms by court, which regulation should be used. This example once more shows culture absence of information provision and irrelevant attitude of authority toward mentioned issue.
  Different statement is in Gamgeoba of Khelvachauri Municipality, comparing other municipalities, members of Coalition evaluated current statement positively. Except several cases, when time of provision was violated, was conditioned on absence of information (although they should posses) in other cases Municipality of Khelvachauri provided public information under law adopted times. 
  NGO coalition divides into two groups problems of self-governance bodies of Keda municipality concerning public information provision: The first – Incompetence of local self-governance bodies’ servants, which is seemed in late or incomplete provision. Under the Georgian legislation public information (except exceptions) should be provided immediately or maximally in little time, which is not executed unfortunately. Even worse is when Gamgeoba provides incomplete information, that’s’ why coalition members are made to state declaration again or send letter in municipalities for more specification.
  After all mentioned procedures, we get demanded information late.
