Budget of 2006 Khulo Municipality covered several target programs, which majority was oriented to solve social issues. Mentionable, is that target programs aren’t worked out only for social problems handle. There major important arrangements (e.g rehabilitation of gas, rebuind of mini-stadiums, set up of drinking water-pipes), which need to be formed as target programs.
Program budgets give posibility for representative bodies to determine orientation of budget sources exactly and implement monitoring and control on expenditure more effectively and executive bodies implement fulfilment of program budgets more effectively, because expenditure orientation will be determined provisionally in detail.
Budgets of Local self-government during several years on territory of autonomous republic of Adjara were as financial plans, which didn’t have program features. As much contribution has targets programs in the budget so effective will be expenditure of budget sources, because target programs determine concrete directions of expenditure in detail.
