NGO Young Scientists Union "Intellect" conducts trainings in the project frame "Community and Election" for members of Sakrebulos of Adjara, which main target is to enlarge professional knowledge and sophisticate-aware difficult issues concerning the budgeting. "Budget Process of Local Self Government Bodies" "Budget Process of Georgia", "Social-economical Development Plan", "Making and Evaluation of State Target programs", "Normative-legal acts", "Hierarchy of Normative Acts", "Rules of Public Information Issues" – these is little list of training isseues, which were conducted by trainers Mikheil Ananidze, Tite Aroshidze and Irakli Ananidze in the target groups.
March 26-28 training-seminar was conducted for Sakrebulo members and office staff, except Sakrebulo, taining was presented also by Gamgeoba office staff of Khulo Municiplaity. Training –seminar got positive evalution from the participant side.
Emzar Abuladze – Chairman of Financial-Budget and Economical Issues Committee: -"All the issues, which I was interested in financial and economical field were covered, we had lots of questions and got answers perfectly. Appeared many problematic issues but we must find other ways for problem handle. Training gives posibility people to deepen knowledge, looking at and discusion once again about formula of state transfer was very interesting. It also will be positive for future practice. We already have started work upon 2008 budget and here got knowledge will assist us. Our sphere needs everyday deepen of knowledge and relation with legislation".
Zurab Khozrevanidze – Deputy Chairman of Sakrebulo: -"We are glad to participate on similar training, which made us to be aware in following issues in detail. Personally I clear up in Budgeting, management of property, in process of allocation and other concerning problems in detail. Legal side was one of the problems in our municipality and this training is one made step for good implemenation of action. Otar Abuladze – Chairman of Agrarian and Environment Protection Committee: - "Training is good, because Sakrebulo is new-established, here is lack of experience. Some laws are new-adopted, some are returned back with changes, which don’t reach to us, because of absence of internet and accordant literature. We hope that we have resembled meeting with "Intellect" and have talk about issues, which will be interesting and useful for us. As they are young their energy and education will be useful. Jemal Bolkvadze – Specialist of Business Organization and Organizational Issues Department: - " think today’s training is one made step in that difficult activity, which is called Budgeting, because it was interesting and fruitful. I think that 3 days weren’t worked in vain, and those issues, which were somehow obscure for us, were cleared up and used compulsory in future action. Seminars of lawyers and experts in economical issues were effective. I evaluate training positively, as on organizational side as well by its content. Each of us will be glad if such seminars are conducted once again"
