January 11. Public discussion of 2007 budget held in municipality of Khulo , which was presented by eight representatives of Gamgeoba office and population. Instead of Chairman of Gamgeoba (who wasn’t in the municipality on the pardon reason) was introduced by Givi Kedelidze – acting chairman of financial-economical service. Budget of 2007 Khulo municipality determined in 1 642 000 GL. Comparing previous year budget 2007 is less in 1 400 000 GL. State reserve fund is 28 000 GL. In budget of 2007 also wasn’t considered health care sphere programs because this sphere established as legal entities. Main finances were allocated also for Culture sphere. There has been financed building of as called “Baker Hole†(hole for killing homeless dogs), which was determined as priority in 2007, also is considered water supply system in Didachara and renovation of kinder-garden in Khulo municipality.
Discussion of budget seemed new affair for Khulo inhabitants and that’s why there wasn’t any dispute or argument in process, nobody intended to make a note or express own opinion.
Despite great intention as from authority side (significant example if discussion of budget project) so from NGO involvement of population in governance process is unfruitful, people are hopelessly, because trust toward authority is totally lost and think that nobody considers anytime “Opinion of Peasantâ€, nobody get their suggestion. Society thinks that authority looks at population as at money printing machine (this opinion is made upon long experience), but everything is different for today. People must be cleared up and get everything which is determined by law. On the other hand budget of 2007 Khulo municipality is already supported by major part of Sakrebulo members.
