According to the local budget of Khelvachauri Municipality 2006, there were considered following state target programs: Privilege and material assistance program for Veterans and equalized people, family members of war-victims, veterans of military forces and lost bread-winners, which budget was defined in 2105000 GL; Free dining for socially unprotected layer – 14640 GL; For Invalids of I group (blind), lonely feeble pensioners and parentless children families assistance with gas– 37000GL; Once material assistance for newborn 5 th, 6th, 7 th and over child living in Kobuleti Municipality – 1500 GL.
