Money allocation and expenditure from the reserve fund of Shuakhevi municipality implemented in 19 stages, so chairman of Shuakhevi municipality adopted 19 orders “About money allocation from the reserve fund”

There is discussed and evaluated in detail chairman’s all adopted 19 orders, which concerns allocation and expenditure of finances from the fund.

  1.Under resolution of chairman of Shuakhevi municipality Board February 22.2006 #28 there is allocated 300 (three hundred) GL for humanitarian good transportation from Poti  

  2.Order â„–46 was adopted under resolution of chairman of Shuakhevi municipality board March 30. 2006 allocation of 2200 GL from the reserve fund targeting reconstruction-rehabilitation actions for administrative building of Internal affairs department of Shuakhevi municipality

  Above mentioned allocation from the reserve fund is evaluated as illegal and untargeted according following circumstances: a) Department of Internal affairs is sub-department, structure of central ministry of internal affairs of Georgia, and is totally considered in central budget , accordingly, all needed renovation action (even quick) is consideration of central budget. b) even if there isn’t discussed ,,a” paragraph circumstances, building was in fire in November 26. 2005, therefore it was familiar before adoption of budget 2006, and accordingly there could be considered expenditure in accordant article of the budget. c) Order was adopted for already existed debt, that underlines its baseless and illegality, because the first purpose of money allocation for the reserve fund is possibility of money quick use.
