Budget of 2006 Shukhevi Municipality covered several target programs, which majority was oriented to solve social issues. Mentionable, is that target programs aren’t worked out only for social problems handle. There major important arrangements (e.g rehabilitation of gas, rebuind of mini-stadiums, set up of drinking water-pipes), which need to be formed as target programs.
Program budgets give posibility for representative bodies to determine orientation of budget sources exactly and implement monitoring and control on expenditure more effectively and executive bodies implement fulfilment of program budgets more effectively, because expenditure orientation will be determined provisionally in detail.
Budgets of Local self-government during several years on territory of autonomous republic of Adjara were as financial plans, which didn’t have program features. As much contribution has targets programs in the budget so effective will be expenditure of budget sources, because target programs determine concrete directions of expenditure in detail.
Now we want to pay more attantion to the problems concerning work out and implementation of target programs.
Now we discuss target programs of Shuakhevi Municipality budget: "Privilege and material assistance program for Veterans and equalized people, family members of war-victims, veterans of military forces and lost bread-winners"
