Budget of 2006 Keda Municipality covered several target programs, which majority was oriented to solve social issues. Mentionable, is that target programs aren’t worked out only for social problems handle. There major important arrangements (e.g rehabilitation of gas, rebuind of mini-stadiums, set up of drinking water-pipes), which need to be formed as target programs. Program budgets give posibility for representative bodies to determine orientation of budget sources exactly and implement monitoring and control on expenditure more effectively and executive bodies implement fulfilment of program budgets more effectively, because expenditure orientation will be determined provisionally in detail.
State target program is worked out in order to solve the most important state, social-economical problems and is determined on the base of concrete stage priorities of state development. The state target program should contain main meaning of program, purpose and objectives of program substantiation of compulsorily of its realization for given stage, expected social-economical and financial effect by the program realization. There should be the title; terms of implementation, budget and need investments determined according terms in the program.
Budgets of Local self-government during several years on territory of autonomous republic of Adjara were as financial plans, which didn’t have program features. As much contribution has targets programs in the budget so effective will be expenditure of budget sources, because target programs determine concrete directions of expenditure in detail.
Now we want to pay more attantion to the problems concerning work out and implementation of target programs.
Now we discuss target programs of Keda Municipality budget: "Privilege and material assistance program for Veterans and equalized people, family members of war-victims, veterans of military forces and lost bread-winners"
