State target program is worked out in order to solve the most important state, social-economical problems and is determined on the base of concrete stage priorities of state development. The state target program should contain main meaning of program, purpose and objectives of program substantiation of compulsorily of its realization for given stage, expected social-economical and financial effect by the program realization. There should be the title; terms of implementation, budget and need investments determined according terms in the program.
According to the local budget of Kobuleti Municipality 2006, there were considered following state target programs: Privilege and material assistance program for Veterans and equalized people, family members of war-victims, veterans of military forces and lost bread-winners, which budget was defined in 140 000 GL; Free dining for socially unprotected layer – 150 000 GL; For Invalids of I group (blind), lonely feeble pensioners and parentless children families – 53 400 GL; Once material assistance for newborn 5 th, 6th, 7 th and over child living in Kobuleti Municipality – 3000 GL.
All abovementioned programs are implemented but with violations, information given in sub-programs were miser and banal, there should be described problems concerning the program in detail, is compulsory to substantiate its actuality, and its possible only on the base of well studying of the problem, above-mentioned program is lacked of mentioned factor. There should be discussed purpose of programs implementation. Also there should be discussed ways of implementation in details in sub-programs, be shown preparation works of sub-program implementation and ways of assistance for population.
As for budgets, there is determined fixed cut money only for implementation sub-programs, which is incorrect according to Economic-experts of “Intellectâ€. All money for service and purchase should be detailed, which isn’t shown in abovementioned program.
