October 11.2007 the contract about financing the project "Community Mobilization Initiative" has been sighed between Young Scientists Union "Intellect" and Euro Commission Delegation to Georgia and Armenia. The project will be implemented by Young Scientists Union "Intellect" with four partner CBOs in five (Khulo, Keda, Shuakhevi, Khelvachauri and Kobuleti) municipalities of autonomous republic of Adjara. CBO "Kedlebi" works in municipalities of Shuakhevi and Khulo, CBO "Gvantsa" works in Keda, CBO "Machakhela" in Khelvachauri and CBO "Chaisubani" in Kobuleti.
In order to introduce with the project following interview is made with Levan Gobadze - chairman of board of "Intellect" and director of the project
Mr. Levan what is main goals and objectives of the project?
"- Until I start to speak about goals and objectives of the project first of all I want to underline origination of idea of the project and why we are talking about community initiative mobilization today.
In 2006-2007 Young Scientists Union "Intellect" implemented two projects, which covered Adjara totally. The first one was - "Community Based Anticorruption Civil Initiative", purpose of which was to implement local budgets monitoring of five Municipalities, reveal existed violations and their eradication, assist local Sakrebuloes and Gamgeobas in order to raise propose ness and effectiveness of municipal budgets.
The Second project "Community and Election" was implemented in 2006 after October 5 Self-government election and targeted to raise informing level of population about new elected Sakrebuloes, functions and objectives of Sakrebulo members, cooperation forms and methods between population and self-government bodies. Under the same project there were conducted trainings for new elected Sakrebulo members about budget, monitoring issues of making and fulfillment of state target programs.
During realization of two above mentioned projects there have been revealed main problem – absence of feedback and forms of cooperation between self-government bodies and population, which was background for working out new project "Community Mobilization Initiative". Also for today there is lack of practically nearly objective methodology of researches based upon population needs and demands, Population isn’t involved in issues of research and prioritizing the problems, is lack informed in budget sources that are oriented to their communities. In major case there isn’t feedback between Sakrebulo members and population inhabitants. Accordingly the main objectives of the project have been formulated as following: Raise involvement level of population in self–government process in communities of five municipalities of Adjarian region; Support establishment of cooperation forms between population and self-government bodies and support to deepen dialogue and establish relation culture between Municipality Sakrebulo members and population…
